20 prospective members of the NTBF were present

1.  Welcome & Introductions

Dean Smith welcomed everyone to the meeting.  All present introduced themselves and their interest in Outspan School.

2.  Purpose of the Not the - Bwaise Fellowship

Dean Smith outlined that the NTBF was a loose network of people who had an interest in Outspan School. It was not a formal part of the Northamptonshire Scout Association albeit that the vast majority present were members of the Scout Association.

3.  Constitution

The proposed constitution of the NTBF was circulated and its origins and context explained.  Of particular note were Section 2b outlining that no members of the NTBF could have contact with young people in the Movement unless they were already members of the Scout Association.  Also Section 6 which outlined the limitations of the NTBF and how it had no control or influence over the Northamptonshire Scouts Bwaise project accountable to the Northants County Scout Council.

The constitution, as printed, was adopted unanimously.

4.  Election of Officers

The following Officers were unanimously elected following nomination

Treasurer          -           Carole Stephenson

5.  Outspan School Update

Keith Shackleton provided an update on his recent visit to Bwaise showing the major developments at Outspan School.  He also then provided information on the Graduation of Dismas Otoori.

Keith had also prepared a 2007 update information sheet for circulation.

6.  General Discussion

David Jones outlined the development of the Bwaise website at - www.bwaise.ukscouts.net

All present paid the annual membership fee, which in addition to 7 pre-paid nominations gave an initial fully paid membership to the NTBF of 27.

7.  Dates for 2008

These were agreed as Monday 19 May and Monday 17 November 2008.  The venues to be confirmed.
